Can you identify this car? (upd. 1903 De Dietrich)

Mark Delbridge sends us a crumpled photograph and writes: "This is a picture of either my great-grandfather or great-uncle  in one of the cars he used to chauffeur. I think it's a great photo and a fantastically presigious looking machine. It might be an easy one for the expert, but I'd love to know what it is."
Can we help?

In 1903-4 Turcat- Mery and a certain Ettore Bugatti designed the De Dietrich cars, the then very young Bugatti being responsible for the larger 24/28 and 30/35hp models. Since Turcat Mery also designed a 24hp car I've no idea what model this example is, but it's possible the great 'Patron' had a hand in it.

Actually, the 12 spoke front wheels and the 4 spoke chain drive sproket look a lot like a 1903 De Dietrich, so I'm really not sure. I'm sure it's French.

I'm not 100% sure, but I think it's a Panhard et Levassor? going by the bonnet, radiator and back hub. It is a very smart looking car.
