'Row, row, row your car gently down the stream. ' UPDATE III: ferry system & Cornwall

During last weekend's Beaulieu we found this intriguing photo at the stand of Mr. and Mrs. Jeffery. The text at the back reads: "Motor Ferry, China Clay being loaded into ships." Motor ferry ??? any of you who can explain what kind of motor ferry needs two men rowing? Probably it is meant to express that the ferry will take a motor-car. But maybe this location is even known to somebody? Click the photo for more detail. [email protected]
UPDATE III by Rick A. Jorgensen:"Apparently the photo is not a motor ferry. However, there were a few one car ferries in which the rear wheels of the vehicle turned rollers which did in fact provide the power to operate propellers and move the vessel."
UPDATE II by Dennis Davis:"The motor ferry you show may be one which works on the ferry glide principle. The ferry is attached to one bank of the river with a long wire and the rowers propel the ferry across the river; in effect swinging it across at the end of the wire."
UPDATE I by Pete Giles (UK): "That picture has to be Cornwall in the back ground are the china clay loading bays it could be the ferry Bodinnick/Fowey the ferry used to be a barge towed by an old life boat but it has been upgraded now."
